Cannot Use cwedit

Hi Everyone.
Is cwedit still usable if you're not using the game cd's? Trying to edit a scenario in Battleground: Antietam and every time I try to open cwedit, it tells me it cannot be run because the cd isn't in the drive.
Any help here would be very much appreciated.
