I have a question about Japanese resources. In the attached picture the numbers in parentheses. What does it stand for and can it be adjusted? If so how?

The Resources number on the left (17,015) is the current total number of Japanese controlled resource centers. The number on the right in the parentheses (6,231,900) represents the current total of resource points in the Japanese Empire as a whole. Tokyo has 280 resource centers and probably still has to pull in resources from other areas due to the large number of light and heavy industries located there that need them. Resource centers represent a wide variety of industries like unprocessed mineral mining, agricultural output, timber and textile production, etc. Numbers are adjusted as resources are consumed or captured or lost.

In any case those numbers in parentheses to the right will be the same no matter what city's industry button is clicked on. It gives the current point totals for those types of resources located throughout the player’s controlled areas on the map for that turn.

Only by capturing more Heavy Industry centers or expanding them (which should be done very judiciously so as not to unbalance the Japanese economy). Those totals in the parentheses are mostly there to show how much "gas" you have in your nation's economic tank for producing various items. But you have no input in how that gas is burned other than accelerating or shutting down production.

In the case of HI, the game's production system for Japan uses those pools of Heavy Industry points to create aero-engines, and points for vehicles, armaments and merchant and naval ships. It's all done automatically by the game's internal routines assuming the HI points are available. Section 13.0 of the manual goes into detail of how many points are needed to create various items. For example, for the aero-engine factories in a city to function each day, the number of heavy industry points in the pool must at least equal the number of engine factories there. If this requirement is met each day, each location will build engines equal to: Number Of Engine Factories + a random number between 1 and 30) / 30. (Any fractions are rounded down.) For each engine built, 18 heavy industry points will be expended.

As the player you have no control over these production variables other than to turn factories off/on or to enlarge (expand) them.

You get a better picture by using the Industry screen (J key).

The view you are looking at is the very basics, just the totals.

Numbers before the / are the the max number of centres for each industry type and can be increased by capturing or building more. It does not take into account industries turned off or damaged but does reflect those lost to the Allies, when it will go down.

The number in parenthasis is the total amount of production held in reserve. This figure is NOT an increment of the number centres but the amount those centres produce (e.g. one oil centre produces 10 oil). This increases when the centres are producing or goes down when they are used or destroyed.

Just realized where this is posted. If it's a modding question then yes you can changes the number of centres available at any base and or the amount done by editing the wpn slots for bases through the Locations tab. Reserves are also editable on same page.

When it comes to supply, oil, fuel etc, they are all at a location, so if you change as an example the supplies at Tokyo the total amount of supplies goes up.

However that isnt the question, some items like HI, armament, manpower, LI, naval shipyards, merchant shipyards and vehicles has off map "reserves". For instance in scen 2 Japan has 50000 saved naval points that she can gradually over spend the produce ships faster.

Where in the editor do you change those numbers? Say in the editor I load scen 2 and I want to lower saved navel shipyard points from 50000 to 40000, where do I do that.

These are also "things" that arent moved around they just "are" in a central storage

Go to the devices tab of the game editor. Naval shipyard points are item 522 on the list. Change the pool field on the right to read 40,000.
