Nope. There is an autovictory for the game . . .
Occasionally, when their numbers dwindle down they'll do a banzai attack and self-destruct. Most Japanese units seem content to just sit back & starve at some point after their island base is taken and they have no hope of taking it back without outside help. I've never seen the AI make any attempt to withdraw them.
Certainly you can use them for bombing practice. However, sometimes it might behoove you to let the isolated remnants survive. Completely destroyed Japanese land units can bought back via PP and will arrive in Tokyo after some months. But they can't be bought back if they're still out in the field and if reduced to relative impotence all the better. I recall reading of a British officer who thought more highly of Japanese soldiers than most of his peers and who described them as: "first-class soldiers fighting in a third-class army."
