Playing Arracout scenario, it is not possible to split elements into a new Kampfgruppe for german side. BTW, for russians it is possible to form new battlegroups. Maybe this is a bug or by design for this scenario for german side. Looked into simple ediors libraries, but cannot find any property to switch Kampfgruppen to ON. Anyone can help?

I think you are right just Arracourt scenario has no KG ability but other scenarios can do KGs.
Are you sure you want to split a HQ in half? It is already very fragile and pretty much just staff with Lugers and maybe a handful of rifles or MP40s perhaps to shoot out the HQ cabin windows.
But ya probably a bug for this scenario. The Germans are stretched thin so I think splitting up already weak units is not such a good idea in my opinion but maybe you want to spread out to fill in those vast undefended areas in the line.
