The rules about the Warsaw Garrison Limit (18 units, land only? within 10 hex of Warsaw) are quite scattered in the forum and I couldn’t find anything about it in the manual. Is there a forum topic or manual update with a consolidated status and rule?

It is explained in the Strategy Guide for the relevant campaign, and 18 land or air units will count.

Hold back a whole bunch of your builds until the last minute (with time to upgrade, maybe minor redeploy), then plop then down more or less all at once. In the meantime, get what you already have into position, while not violating the 18-unit limit. That way you can be sure you have enough of everything where you need it when you invade, while also minimizing Soviet activation in the turns before invasion.
