If a unit is parked in a City or fortification hex and both the unit and hex have an AA value, will an aircraft attacking the unit have to face both AA values? Or does the hex AA only defend against Strategic bomber attacks?

I believe that air units do not face both sets of AA simultaneously unless they are bombing the resource itself.
