if i'm using surface raiders and they run out of fuel but get intercepted on the way home, are they more likely to be caught? sustain casualties?

does keeping my raiders in bad weather reduce the chances that they'll be detected(be that surface or subs?) if so, how much?

1. dont know - interested too
2. They sustain more casualties as they fight half effectiveness
3. Yes, reduced chances, manual has a nice table about detection.
