Political Point cost for changing leaders

I'm getting back into the game after a ten year absence. Is there a guide to the political point (PP) costs of replacing leaders, and perhaps some explanation of the logic behind it? According to the manual, the cost is 10 + (PP of leader replaced)-(PP of replacement leader). That seems to hold for ground units, including headquarters) and air units, but not for ships or task forces. In those cases, the PP cost seems to be less, though I haven't been able to work out what the formula is. This leads to the situation where it's cheaper in PP to replace the captain of an aircraft carrier than it is to replace the CO of one of the carrier's air squadrons, which seems odd to me.

It depends upon the political pull of the officer!
Actually, that is why in the new beta there is a need to press a key on the keyboard to disband a TF. That way, you don't lose the PP for the leader. There are ways to keep the TF with the leader while sending all of the ships into the port for repairs.

Don't want to get back to the disband subject, just say I don't want it the way it is.
You can keep a TF leader by not disbanding the TF, instead transfer all but one ship to the port. When you need it again you can transfer ships back in. I do this with all major combat TF and some others as well.
One of the problems with this is CV TF. if you transfer all the CV out the TF reverts to surface. To put them back I temp change it to escort, put at least one CV in, then convert to CV and transfer the rest. Bit long winded but you don't loose the leader.

I understand why they made the change for a pop up to prevent accidental disbanding. But yes would have been better if you could click yes or no with the mouse and/or keyboard no doubt...

I don't get excited about changing a TF commander, since it's a discounted cost. What I don't get is why changing a TF commander costs fewer PP than changing an air squadron commander. That doesn't seem to make much sense.
Another little quirk I noticed is that if you let the computer pick the TF commander, then change the commander from the computer's choice manually, it costs about half the PP than if you just create the TF and then change the commander from the flagship captain.
