Am open to discussion on all points below, though if you ask to boost one side I will probably want to play the other one !
House rules.

FoG - On
Reduced Retreat Attrition - Off
Combat Delay Effects - Standard
Miscellaneous Leader Deaths - Reduced
Amphib invasions - Limited
No temp motorisation - On
No airborne ops - On
Morale mod.
Germany/Finland/Slovakia - Early 0. Late +5.
Italy/Romania/Hungary - Early +5. Late +10.
Soviet - Early. 0, Late 0.
This gives a small lift to Axis allies, having played games with +10 even that makes a limited difference.
And a boost to Axis late war which I think they need to have any chance if the game goes that far.
