Airplanes on naval/ground patrol missions keep circling above atrgets that they cannot identify (in this case, because of the cloud layer).

Maybe the routine for patrol missions should be reworked. Perhaps they could try to ID the target in first place (by going bellow the cloud layer, for example) and them, shoud it be hostile, engage offensive if the plane has the weapons.

For now you'll have to take into account the cloud layer and change the mission altitude accordingly
