I was told that if one of the air units conducted actions, they can't swap. On Monday, October 27th, a patch for ACW was released, which apparently fixed the problem. Strange. The save file that caused the problem for me (see screenshot above) now works and no longer causes a crash. I have the Steam version. The extra campaigns are not finished and should not have been included, it is best to ignore them until proper versions are released later this month.
SC: ACW. I updated from the website. Checked the website and see that there was a new patch uploaded on 27 Oct. Correct, the update on Steam was reverted to the previous version, then they will be rolling out a corrected game exe in due course.
