Invasion delayed for insufficient force superiority

The enemy has zero forces in the sea zone in question. I have two cruisers. Is there some absolute amount of force that you must have to conduct an invasion?

And if so, it would be nice if it were documented somewhere. Maybe the game could even stop you from wasting your money by calling for an invasion if your forces in the area don't meet the criteria?

I don't think that's feasible. AI has a move before you can calculate this. Things may turn up from adjacent regions, or ships finishing WU depending. And for that matter, AI could possibly move things out as well. If yr force superiority is only just enough, an inconvenient mine or SS attack could also throw a spanner in the works.
The most advice you reasonably could get is a probability:
'The current ratio of forces makes this invasion very likely/likely/unlikely/very unlikely/extremely unlikely to succeed'
Up to the player then. This should have much the same limitations as any other intel, and plenty of room for nasty surprises.
