Air HQ Hierarchy and Aircraft Assignment

Trying to understand assigning aircraft to AIR HQs and also subordinate AIR HQs to higher HQs.
For the example below:
1st Marine Air Wing (AV36)
|
+--> 11th MAG (AV72)
+--> 21st MAG (AV72)
How does proper command work? Assign 72 aircraft to each Marine Air Group and 36 directly to the air wing?
What happens if more aircraft are assigned than the aviation capacity?

I don't think that you understand how HQs work nor how aviation support works.

That's obvious otherwise I wouldn't be asking this question. Could you please possibly explain it to me or direct me to a thread where it is explained?

Open up the manual, turn to page 178, start reading about the Headquarters units, section 8.1.1 . . .
Then turn to page 159 and read "7.2.1.5 AIR HQS AND AIR MISSIONS" . . .

I do not know what scenario you are using, stock does not have them. Please post your scenario.
You cannot assign aircraft to air HQ full stop. You can assign air groups to be commanded by air HQ.
They is no limit to how many groups that can be assigned to an air HQ.
Air groups are only authorised a certain number of ac but that number varies enormously. In generally each group can have 4 reseave aircraft. For pilots you can have up to 1/3 more.

Note I've just remember that the edit has the ability greate Combined AIr Groups (CAG). Is this what these are? If so here's what I know taken from the unofficial Editor guide.
Air Group when selected the unit becomes a Combine Air Group (CAG). These units do not have any aircraft
themselves, instead have Air Group attached to them. They act like small HQs but with fewer abilities. CAG can still be
used, especially for carrier based units but from what little I've gleaned on them they don't work as intended. I've
seen no official scenario use them so I'd leave them alone.

This is my own scenario I've had since the first WITP days. I've checked the stock full campaign scenario and I found them listed in the editor. I didn't specifically add them (I did add a lot of missing ships but no HQs) so they were there at one time.

I played around with CAG sometime ago and they were a bit iffy, well more than a bit. I think this is why stock does not use them.

Whole HQ system is quite simplified.
But it helps to have air units in same base to be under same HQ.
We'd have shitstorm of complaints if we'd have to actually have realistic command structure...
