Isolated Reorg Limits issue

Greetings all,
Pete and I are playing a game utilizing the Isolated Reorg Limits rule which I personally like overall. We have a situation where a Chinese unit is both isolated and out of supply in the south east mountains. There is no incentive for the Japanese player to kill them as they are completely non-threatening and cannot move....way behind the frontline.
If the Chinese player had the option, he would likely disband them to allow them to go back into the force pool. There does not seem to be a way to do this, right? Thanks.

It is just not allowed by RAW to disband units at will. It is intended and rightfully so, that MWIF does not allow such illegal action.

It is true that this is not allowed in RAW7.
The CE (most recent version of the game) has this rule for the end of the Reinforcement step: "Each major power may now voluntarily destroy any land or aircraft unit it controls (except partisans, see 13.1) if an enemy unit is in the same country or territory as the unit (option 35: or the unit is isolated, see 13.5).
Units voluntarily destroyed can’t be scrapped (permanently removed from the game, see 13.6.5). Instead, place voluntarily destroyed units on the Production circle 2 turns ahead with a damage marker on top to show they will arrive in the force pool then, not the reserve pool or map."
This was likely put in for the situation where Zhukov (or some other really important unit) gets flipped and surrounded and your clever opponent leaves it there to rot until JA45.
I could see players agreeing to do this in MWiF as an optional rule, but it would require debug tools and/or two edits (5/6 of the time) of the game file. One to put the unit in next year additions and a second to put it in the force pool after the two turn delay.
If you post a game save, I could take a crack at it.

PiF option 46: Only when its aircraft is placed in the force pool do you increase your pilot total on the markers track by 1 (see 14.6.3).
