Trade route cut

Sometimes the trade route is cut: e.g. Baltic sea freezes, so no sea route to Finland or Murmansk / Archangels is cut from USSR supply source, so only the Pacific route remains.
So does the sender loses the sent supplies that cannot reach the target or the ships turn back and the supplies are returned to the resource pool of the sender?

That's a good question. I never thought of that. They should not lose that amount.
But if it can't go to Arkangel it should go to Murmansk. That is never Frozen.
Helsinki is though.

I think it is lost though, although I am not sure. It happened but kind of hard to recreate.
Actually even if both Archangel and Murmansk are Soviet and ice free but the rail link cut (to the main supply source I presume) then the route is blocked.
