Question About TOE delay

This example is from my version of Scenario #1. For the upgrade chain below:
TOE A Delay 420601 upgrades to TOE B
TOE B Delay 430601 upgrades to TOE C
TOE C Delay 450115 upgrades to TOE D
TOE D Delay 9999
Does this mean that TOE A is effective UNTIL 420601 and the same for the other TOEs?
But, if so, what does then 9999 mean (normally that means it's not available)?
I've also seen 0 in the delay. Does that mean it's available from the beginning?

TOE upgrades are not complusary nor are they automatic. If you completely ignore TOE upgades the unit will simply keep on using the one it was authorised at the start of the game.
For TOEs delay date is date the unit is scheduled to upgrade to the next TOE. It is not the date that the TOE is available. In this case A can update to B on the 1 Jun 42, B to C on the 1 Jun 43 etc. 9999 simply indicates there is no further update possible.

But what do the zeros (0) that I see mean? Do they mean the same as the 9999 or something else?

An altenative method. The number indicates how many day before an upgrade with 0 meaning there isn't one. The date method is easier to work out.
