Supplies and engineers in place but progress is halted for some days now. Status message displayed is in red color but cannot figure why.

I believe the red print means that it will build, but it's gonna take forever and cost a lot.So at that point, you're probably better off stopping construction....GP

I do believe that the red indicates a problem with the building such as insufficient supplies. I do believe that the base needs 20k+ in supplies to go beyond level 6 fortifications.

Section 8.1 of the Manual reads:
Construction of level 7 through level 9 forts
requires a minimum supply level of 25,000 in base to begin construction.

Yes, I confirm. Increased supply level to 25k+ in the base and fortification's construction resumed.
