How to get Yugoslavia to join AXIS?

OK it seems in this game i cannot do anything diplomatic wise. Accept declare war. is this normal?

im playing as germany from 1939. only options i ever had is to declare war.

So how do i get Yugoslavia to join me without a waste time of war when i need to position for Russia . it is now mid 1941.

I have both Romania and Hungary and finland in AXIS as well as Italy.

But i cant do anything with italy as he never has any oil.

Did you enable diplomacy? If not, it is not likely that Yugoslavia will join the Axis.

I would not use diplomacy in games. It is a game breaker. If you want to use it only do it against another person.
