Navigation radar

I wonder, why can't the navigation radar be used for surface contacts detection?

Good Evening,
Is that for all or just one, if one please give DBID. Is that for all Navigation radars?
If possible add a scenario with this occurance?

I was thinking of Generic Navigation Radar (#1916), which can be found on civilian and commercial ships, but also some military ships. It's on some aircraft, too.

The issue is the capabilities of that specific sensor. You'll have to a request one for later generation where they do have some capability. You can also replace the ships sensor with an I or X band that does have the capability in the meantime.
