[v1.08-Build 1706] RGM-114L Hellfire II - Engage Surface Target?

Zoom in on the brewing engagement between the LCS 2 Independence and several rebel FAC south of Samar. Order a manual engagement of the Independence against all the FAC. Try to target with an RGM-114L and notice it cannot be selected due to:
"Unit is not authorized to use SAMs against surface target"
I noticed in the Database [DB3k_512] that the RGM-114L is apparently dual air/surface target capable. I'm assuming it's considered a SAM by default and requires an override in the Doctrine & ROE. I don't know enough about the RGM-114L to claim it should be an ASuW missile by default or if it even has SAM capability. I'll leave that answer to others more knowledgeable. Generally speaking, though, the Hellfire series has been an ASuW (anti-armor/hard target, specifically) system, and I'll leave it at that.
Would this be considered a "bug", database error, or WAD and due to my user ignorance because I don't know how to override the missile's default SAM classification? If it's the latter, could someone walk me through the override so I can target and launch, please?
