Not possible to install the game

Hi everyone,
I just purchase the game on Steam.
I have do some modifications in the options (the US and Ottomans will join France, better high resolution, language..)
After modifying some options I quit to restart the game.
But since then I can't download it properly, I have written this :
Download failed
Content file locked
I have uninstall and resinstall the game many times, still can't download it
Someone can help please ?
