Starting from Steam: I get that Popup after the initial splash screen. I'm sure this worked a couple of weeks ago.

Yes

Try running the Steam client as Admin. You'll get a complaint pop-up from Steam, ignore it and check the box to not be notified about it again.

I had this issue for weeks before making this change. Not sure if it's something in the Command exe file or if it's something in Steam. Both running as Administrator fixed it for me.
