Afrika Korps question

I’m fooling around playing Japan against the AI & thus watching AI -v- AI in the west. I was surprised to see the Afrika Korps deploy directly into Libya. In my own axis games they have always deployed in Italy. Can anyone explain how the AI pulled off this useful coup?

I think it is made for AI specifically that it deploys in Africa.
