Help! Games won't run on Windows 11

My system drive crashed on my computer and now I can't get WITE2 to run.

I get a d3dx9_43,dll not found error

What do I need to do?

I downloaded it but the installer asks where to install it and when I try to install it in the C:\Windows\System32 folder it seems to be protected and I can't unprotect it

It should not ask you for an install location, it may offer you to install a bing bar or similar crap but just skip that an otherwise just click on next.
May need to be started with admin rights though

Just so it's here in case somebody else needs it:

I found out that I had to install the file that I downloaded from the site you gave me into a temp folder. THEN I had to go in and click on the install file there and that installed the updates.

(Though it was redundant in my case since reinstalling WITE2 reinstalled the missing files)

I had something similar.

I cloned my WIN10 (2015 build) to a new PC (2023 build). I did a quick test of games. I thought WITW was working, but recently playing, the UI behavior was just off in terms of key inputs.

When you clone, it takes Windows back to HAL (hardware abstraction layer), but you pretty much don't need to do all your installs and configuration again. I guess installing a new video card did not get everything. Only after install WITW again, and the bundled DirectX did everything start working.
