A new player has received version 1.27 of the manual.
As a long-time owner of the game who upgrades via patches, I'm still on version 1.09.
I discovered version 1.25 thanks to a post on this forum from a user.

The directory pinned in this forum under "Manual" still points to version 1.09.
It would be very convenient if the link to the latest version of this manual accompanied the link to the latest beta patch.

I finally found it using the ShadowEmpire-MultiUpdateComp-v1.27.12.exe included in the patch.

It would have been good to update the instructions provided in the Open Beta Patch discussion.
