I miss a diplomatic stratagem that would hold the fighting. So not a typical peace, but a cease fire status for some time or a change to the "blackmail" status

Same for minor regime I would like to go back to the unclear status

What would be the practical difference directly?

Let's say I have a war with a minor regime that is inconvenient and I don't have enough power in this area. Peace is usually very difficult. The cease-fire would be less difficult and because status is unclear the borders are not frozen. Or major regime where there is no big chance for win by any of the sides, other major regime started a war with both of us.
The idea is to give some time for breath. less ammo, fuel consumption so more logistics can be used somewhere else. Also it's a real world pact that some countries use.
