Special T1 "column x194"-MP-rule

Something is off.
Living Manual 1.32, p.207 wrote:11.2.2. Movement Bonus
Axis units that meet both of the following conditions will receive a movement bonus
on the 22 June 1941 turn:
• The Unit is moving from and to a hex north of row 173
• If Motorized, unit has more than 15 MPs remaining and if non-motorized it
has more than 8 MPs remaining.
These conditions are checked each hex the unit moves so a unit moving south of row
172 will lose the movement bonus as long as they are moving to/from that area.
[...]
In addition, the movement bonus is not applied for movement into (or beyond) the
x194 hex row.
Basically this is a line running from Polotsk (on the Dvina) to Minsk and
just east of Gantsevichi.

11.2.3. Reduced costs for Zones of Control
Units receiving the bonus do not pay any additional movement costs for entering or
leaving a ZOC, nor do they pay a cost for entering an enemy controlled hex.

Predictor is "off" (not sure if the predictor is off or if the MP used are too low [I feel like it's the latter]) by varying amounts, maybe this gives more hints.

Depends on how one interprets the marked sentence in the manual. I'd say the predictor is "more correct". :D

Interpreting an "into" as also coming from the Hex 193 and/or other 194 INTO a 194.
This interpretation makes both, predictor an actual Map spent wrong.

Interpreting it as "from 194/between two 194 Hexes applies the rule" makes the predictor correct.

Interpreting it as "every move that involves Hex colum x194 still äpplies the rule" makes the actual MP spent correct.

I had totally forgotten about the 194 part of the rule. We likely implemented it so as to reduce the ability to go quite so far with German units (just like the limit's at 15 and 8 MPs). Clearly something's not lining up, and as I've seen some odd quirks with the predictor, I just assumed it's not working correctly.
