[1.27d]Farm construction impossible: AI's misinterpretation?

Turn 97 and before: Prairie isn't producing enough food for its population. It only has one level 1 domestead.
However, despite having the population and credits, it hasn't built anything for several turns, and this continues until turn 102 when it builds two domes.
In fact, it's the lack of a few logistics points in the domestead that's blocking any new construction. The AI thinks there isn't enough population for the farm.
By allocating 50 custom points to the dome-steads at the end of turn 97, 2 new domes are built the following turn. Otherwise, you have to wait until turn 102 where the logistics problem resolves itself in another way.
