[1.27d]Farm construction impossible: AI's misinterpretation?

He kindly provided me with his save files.
Turn 97 and before: Prairie isn't producing enough food for its population. It only has one level 1 domestead.
However, despite having the population and credits, it hasn't built anything for several turns, and this continues until turn 102 when it builds two domes.

In fact, it's the lack of a few logistics points in the domestead that's blocking any new construction. The AI ​​thinks there isn't enough population for the farm.
By allocating 50 custom points to the dome-steads at the end of turn 97, 2 new domes are built the following turn. Otherwise, you have to wait until turn 102 where the logistics problem resolves itself in another way.

Thanks for reporting it. In the video I wrongly interpreted the construction as a result of disallowed emergency food, but you are right. It's because finally the single private farmstead got 50 LPs which unlocked the missing private food assets construction.
