A dumb newbie question

Hi All
I notice that often when I create a new TF that the assigned TF leader will be a Captain who often has a better leadership/inspiration rating than the available Rear-Admirals. Are these guys actually better than the Admirals or is it assumed that all Admirals are better than Captains and that the ratings are only comparable within comparable ranks?

From what I've read here in the past, the consensus seems to be it is best to leave the ship commanders to fight their ships and put the Admirals etc in charge of the important taskforces.
Of course for the many small taskforces you'd be better off putting the senior commander in the taskforce in charge, to reduce the risk of losing a valuable leader.

Sorry, perhaps I should have given an example, in a current game I have a surface combat TF commanded by Captain Gatch consisting of 2CA, 2CL and 6DD. Gatch's ratings are Leadership 59, Inspiration 59, Rank CPT. When I look at my available Admirals all have lower Leadership and Inspiration ratings than Gatch, does this men that Gatch is a better TF commander than his superiors or is there something intrinsic that makes any Rear Admiral better than any Captain?

Perhaps Gatch is indeed a better taskforce commander than his superiors....but would he be able to effectively command his ship in battle and his taskforce at the same time?
I don't know if there is something intrinsic that makes a Rear Admiral better than a Captain but common sense tells me that two heads are better than one when it comes to steering a ship AND leading a taskforce at the same time.

Ah, Mike, I see your point now. Thanks for taking the time to reply.
