AI and Defensive Bases amok

At a specific Planet, the A.I. is queuing up about Defensive Bases and Orbital Platforms. Right now,
I just noticed it and it has 55 of them in one spot, and building more.
I delete them from the queue, and the A.I. just adds them right back.

I have base building set to Manual temporarily but that's not stopping it.
I set Defensive Base building to low priority in the settings. I'd like to just stop the A.I. entirely from managing this, but not sure how.

I had a similar issue in my last game where my money was all going away and I found the A.I. building defensive bases at one planet in the many dozens.. it just wouldn't stop.

Help?

Ok,

Just Added the Atuuk and Wekkaru's new DLC and the patch notes specifically talk about fixing this.
Seems to work now, but should have been a fix/patch available for people who didn't buy that DLC since it cripples the game.

Disable automatic base building in policy settings or if you leave it on auto set priority for defensive bases to 0

As I said originally, that doesn't solve the problem. Even if you set priority for defensive bases to 0, there is a bug where they will be built in an endless loop at certain colonies. I had it happen in several games and it put an end to those games once it starts failing.

This was a bug and very clearly fixed in their latest DLC and mentioned in it's release notes for what was fixed.
