Tutorial Artillery Operation , MLRS CB mission do not fire

The M270 is put as CB by default. However it refuses to fire, even through the enemy arty units detected by WLR radar several times

Please, in the TOC Fire Support, use tab Fire Support Assets, scroll to the 1/MLRS unit and click the 'FS Group C' link to edit the conditions in which the MLRS is allowed to engage targets. You can edit these conditions during set-up, and during orders phases.
Reduce the threshold for artillery targets (ART) from 40 to 0, and you'll find the MLRS successfully responding to the WLR detection of the hostile artillery.

so this is about FM01 manual 15.4.1.1 Fire Support Groups ?

I think I misunderstood what the number means.

is that "40" a default number for all the other MLRS system in other scenarios?

Indeed, 40 is the default step threshold for MLRS target types, to prevent the MLRS destructive power being wasted on small targets.
Other types of artillery have smaller defaults.

But that will prevent MLRS fire on towed artillery by default.

Also , any other detailed information about the step threshold number?

For example "Infantry , 40". Does that mean if trigger the target of infantry? the detected infantry units must be larger than 40? 40 subunits? including HQ, APC, HMG, LMG, rocket launcher in that infantry unit?

40 subunits total in the target hex, from all units (unit counters) in the hex.
