How this work in the computer game ?

The supply unit must be stacked with a HQ unit of the same nationality. Right click on the supply unit during any phase. A pop up will appear on the potential units that may be supplied. Click on and highlight the units to be supplied up to a number allowed. Those unit remain in supply until the end of the current impulse. The supply unit is consumed by all this.

Is a IT Supply unit on top of Balbo HQ and I was trying to use it on the Allied impulse without success.
If I try to use in the Axis impulse no problem , weird
