My off-map sensor (counter-battery radar) has it this in it's log:
WLR01 has torn down RADAR

What does this mean?

Those systems will be actively scanning for a period of time and then shut down and move to avoid enemy targeting. Once they move (abstracted on the off map area), they will set up and scan again.
