15.5.6. Leader Rating and command re-organisation
If a unit shifts to a new HQ then that HQ’s leader will have at least a -1 malus on their leadership value for any administrative rolls during that turn. If the new command also reports to a different higher command then an additional -1 malus will be applied to the corps/army commander’s administrative vale.

For example, a German infantry unit moves from one corps to another in the same army. The new Corps leader has -1 on their administrative score. If that new corps reported to both a different army and a different army group, the net malus will be -3 on the administrative value of the Corps leader. If it also changed from say OKH to the Rumanian Supreme HQ, then the malus becomes -4.
I frequently move damaged Soviet units between HQ's to free up CP's and allow them to recover away from the front. I would like to understand if this is worthwhile and when it is better to just send them to the Reserve.
At the same time I replace those moved with fresh units from STAVKA or other armies.
Some questions:
1. Are the above malus effects cumulative? If so the new HQ's Admin rating could quickly be reduced to zero.
2. What are the Admin malus effects on combat if any in that turn? Are the CV's affected? What about retreat attrition, reserve commitment, etc.?
3. Could the malus also affect CPP recovery for all units with affected leaders?
While this is from the Soviet perspective, I believe it applies equally or more so to the Axis, since they have another command level (Nationality) to consider.
Any comments about other effects or possible workarounds would be appreciated!

1. The Malus applies to the individual Untis, not the HQ/Leader itself/himself. I think that's what your question relates to?!
2. None known. No. Shouldn't.
3. No, CPP are only being affected by remaining SMP and the location of units/HQ (friendly Hex, enemy Hex, adjacent to enemy ...).

Thank you, that makes sense.
Unit leader changes take place after the logistics phase when most (all?) Admin checks are made. What is a practical example of an actual effect of this rule section?
In any case possibly the 15.5.6 wording could be changed in the living manual to make this clearer.
From:
If a unit shifts to a new HQ then that HQ’s leader will have at least a -1 malus on their leadership value for any administrative rolls during that turn.
To:
If a unit shifts to a new HQ then that HQ’s leader will have at least a -1 malus on their leadership value for any administrative rolls affecting the unit during that turn.

Here i was assuming that command changes would affect rolls in the following logistics phase, but, as written in the manual, i would expect the malus to wear off as soon as you click the end turn button. if that's the case, I'm not aware of any roll that would be impacted by the malus. I think we need some official clarification on the subject.
As for HQ swapping, i think the biggest impact would be if you're swapping into/out of an assault HQ, which would, for the unit being swapped, lose you the cpp bonus for for the turns you're doing that. But that effect doesn't directly have to do with the admin penalty, as Wiedrock noted.

I think the impact is removed at the end of the current player turn.
