HI failing due to lack of fuel

This is v26b.

Two base, both in Manchukuo shut off but it affects other locations there and in China. This happens at irregular intervals.

Manchu is producing more oil than it uses and although I'm exporting some there's always around 20K floating around. Other than the bases with HI I've not set any to stockpile. Port Arthur is hogging most with 14K. I'm not shipping any fuel from PA the only port shipping fuel is Fusan.

Anyone any idea how I can prevent the HI failing? I'm going to stop shipping fuel and see if this makes any difference.

I never shipped fuel from China/Manchukuo to Japan because the production of fuel is about what they need for the industry.

I just checked my game that is now in Nov 42.
At the start China and Manchukuo had together 930K fuel and now they only have 545K left.
I think this is in part because of Task Forces refueling.

So in my opinion you should never take fuel off from China/Manchukuo if you want the industry to work.

If you are not already using tracker then I highly recommend using the industry part of it.

Ports with highest development level (current port+airfield) will hog supply/res/fuel/oil, even though inland bases need those raw maetrials.
I guess ports hog raw materials for 6 turns, and, if there is no demand for them (no ship loading up at a given port), raw materials are given back to inland bases in those big weekly supply/fuel pushes. Hence, you miss a couple of days of production in inland bases.

As Allies, I struggle with Wenchow (port 3+airfield 3), which has the highest development level in China. The base hogs 5500 supplies, even though the units in the base need just 1500 supplies. Two hexes away, there is a big siege of Chuhsien going on, where my base is constantly in the red regarding supplies. Tracing value from Wenchow to Chuhsien is 93, which means Chuhsien should be receiving supplies daily from Wenchow, but it is not the case. 4000 supplies sit idle in Wenchow while in Chushien I have to put half of my LCUs in Reserve mode to conserve what little supply I have left there.

You can try increasing the fuel demand as well as stockpiling fuel at those bases. Instead of shipping fuel, ship oil from the area. If you have captured Urumchi then drain the oil at Port Arthur, the oil will flow from Urumchi to Port Arthur. Fuel will flow to where it is needed as well but Urumchi produces more oil that it needs and unless there is a demand for the oil elsewhere, it does not move.

If I could do that I would but you cannot increase demand for fuel only supply or am I missing something?

Earlier in this thread RJ pointed out that you can increase fuel demand by assigning that port as a home port for a TF. I presume the bigger the TF fuel bunkers the more fuel demand.

Not just the bunker size but the amount of fuel needed to return to the port after all of any other travel.

Have you looked at where the bases are with the fuel problem? They are all inland, no ports.

It can take a few days for fuel to move from where it is concentrated to HI that needs it. It does that in Australia - when I put the fuel at Perth it moves to Sydney/Melbourne in a few days.
I suppose if the inland base has none at all and the HI is not producing (creating demand) you could try shutting off all the other HI in the area for a few turns to try and get some feeding the dry base? Once the demand is there again you can turn on the other HI at other bases. Only thing I can think of.

Looking at your pictures and reading this again, you have shipped too much fuel from Port Arthur. Since it is a port, it will demand fuel based at a rate of 1k per size level of the port. Since it also has Heavy Industry (HI) then it will also demand fuel for the HI for a set number of days. If you have any ships based there and running missions such as ASW, convoys, or so on, then those ships will also have a demand for fuel. Since it is the largest base in the area with the highest fuel demand, then fuel will automatically flow there first if there is a deficit of fuel demanded compared to what is available.

But if/when you capture Urumchi, then the fuel will flow fairly well from there. If you haul oil from Port Arthur where it will naturally stockpile, then the oil will flow from Urumchi as well. If you have the "Magic Highway" set up, then fuel will flow from SE Asia but you have to prevent Singapore from hogging it all.

I have stopped shipping the fuel out from Fusan but won't see the results for a while.
