When 1st Defense Force fleet is selected, the topup button is deactivated, and the tooltip says “No missing ship roles”. That maybe true (no missing “roles”), but there are missing ships!
The fleet uses the default “Defense Fleet - Escorts” provided by the game, which specify 5 escorts:

I haven’t seen that in recent games, including in a previous game with v1.3.3.4 (Beta). So this seems to be new with v1.3.3.6 (Beta).
EDIT
Seems that the problem is a refresh one. I went to the previous selection in the selection panel, then went back to 1st Defense Fleet, and the Topup button and its tooltip were OK. But it's still a problem: the topup button should update/refresh without having to cycle back and forth through selections.
