[1.27c] New zone initial worker number does not consider maintenance needs

Not sure if it's a proper bug or more a suggestion
When you create a new zone the initial population is just the number of workers needed for production: the workers for maintenance are not transfered to the new zone.
This means that next turn that asset will be at lower efficiency
Example:
initial asset's status

A new zone is created but only 1000 workers are transfered (notice che 1300 public jobs)

Next turn, productivity is lowered
