Is there something I am missing here?

Context : got Masovia, West-Prussia & Posen from Prussia. I can't create Poland in Eco phase, I have a "Cannot create this kingdom" message.
As per the manual rules, I should be ok? (Mazovia + any one of the P provinces).

Interesting. Thank you for the report and a good game save. I went ahead and fixed this for you so you can continue your game (see attached). For whatever reason, Warsaw still shows city controlled by Prussia despited being ceded. The other two provinces are fine. I'm adding checks to cede_minor_province to ensure province capital city control transfers to the new owner, and also to nation_scan_all_areas_for_control to verify city control. This has been working before so I'm not sure what failed in this case, but a couple of redundant checks should not hurt. (I've been burned by this assumption before, so we'll see.) Look for these changes in the next Hotfix #2 draft. Thanks.
