Supply Cap in editor

What does the Supply Cap in the editor do?
My manual (both printed and the PDF in my folder) seems to be from 2009 and don't include it at all.

That is the limit that can be set for bases to restrict how much supply can flow through them. That number *(air base + Port + Forts) = the supply cap. So Darwin has a port of 3, an airfield at 3 and 1 fort, so 7 times 300 =2100.
