AI builds useless assets like water purifiers when the water is 100% drinkable.

It's just an idea becuase I have gog's version and gog's version does not support open beta so I cannot check directly.

It's difficult to understand where is the tile you're showing info for, but purifiers are in Lime tile, Le Lorey tile and Hazelton tile. All of these tiles border the sea: is it the sea water they are trying to purify?
Could you check drinkability of that big sea left of Lime, just to be sure?

Good catch! After reclaiming this city, I only receive 3051 free water. And this city had a level 4 farm that consumed 5425, and probably others in other cities as well.

water is a strategic resource (on some planet is deadly needful)
and, on the start of this project, we asked for pipes :)
yep, it's strange, on oceanic planet etc, with pure water, but it is a code

If my memory serves me right - Vic said - no pipes, no energy lines, it's all virtual
