[WAD-TWEAK] B1776. Skiff MIRVs too fast for SM-3 and Arrow-3 missiles

Skiff missile launched by a Delta IV sub. Arrow-3 and SM-3 anti BM are launched, but penalized because they are too slow compared to the Skiff MIRVs, resulting in misses except 1%.

You're receiving a weapons quality track to late in the missiles trajectory, the arrow-3, Arleigh Burke and AEGIS ashore don't detect the missiles with their radar until the missile is going to fast for an intercept with SM-3 (Beyond 10,000kts, 1250nm distance). If I add a system like PAVEPAWS in a good spot with clear LOS to the ICBM I can get a weapons quality track during the weapons entire trajectory, including its descent that gives enough time for the ARROW-3 or SM-3 positioned in Poland to intercept with a good PoH.

As Raptorx7_slith said, part of the problem is that you do not have enough sensors deployed for engagement. Placing even a single TPY-2 to cover the threat approach alters the engagement timeline significantly.
The other problem is that you are engaging a strategic system (LR-SLBM RVs) with ABM systems tailored more to MRBM/IRBM class threats. The target speed is simply not in your favor.
Added a tweak for the next update that represents the PH dropoff more granularly (in this case it provides a 3-4% PH for the first few engagements).
