"Fire and Rubble" and "Battle Pack 1" not available on Steam?

I just purchased the two title DLCs during the Winter Sale promo, but apparently they cannot be activated on Steam, even though I received Steam Keys for both. What am I doing wrong? I might just submit a trouble ticket.
