CS Nissan and Mizuho conversion

Although the ships convert the FP air groups on those ships do not convert to F and TB as the other two CS/CVL conversions do.
I've found out why from the editor. The two that did are set to 'return as' (see pic) while the two that don't have no setting.
Not sure if intended or an over site.
