weirdness in BMP-2 vs M113

Please see attached scenario, originally I want to see how is 2A42 30mm autocannon, but noticed some weird thing happen.
It could be related to 2A42's penetation power, or could be some other bigger issues.
In the scenaro US side has 3 battle plan, move deliberate, move hasty and assault. Or you can take the US side and mannually issue the order.
The BMP-2 (lack of ATGM) will not engage a stationed M113, even at point blank range.
it WON'T engage a move delibrate M113
It will fire on a move hasty and an Assault M113 plt. But as soon as M113 arrive destination and become station , it will stop engage M113.
