As an example, so you can tell if something is broken:
In this example I have sent spies to Heliumspire. I have 37 recon rating and 1 active spy in the zone. But, the number of spies in a zone decreases over time. So keep in mind you may need to send more periodically.
If I click hexes in Heliumspire, my recon point count in each hex is either 10 or 100. As you can see, there are still some dark areas where I don't have good recon, but the blank black fog of war has been lifted and I can see the terrain. Keep in mind that typically you need about 50 recon points to reliably see that a unit is present in a hex and avoid an ambush.
You can see on the right hand side another zone with some xenofauna that I
can see because they are in hexes I have 100 recon points on. I have many spies there, but I still can't see everything.
Now, if you've sent out 8 spies, successfully, and no new hexes have been revealed to you (you should at least be able to see the terrain), something would be broken. If you can see the terrain, but can't see all the units within it, that's normal. I would expect to see a few units, even if they are just marked with a '?' question mark if you have a few spies in a zone.
There is a "Spies Overview" page under Reports -> Overviews that might be informative for troubleshooting.
The number of hexes you have recon on is tracked somewhere for the purpose of satisfying political demands, but I can't find it if it is tracked somewhere in the player accessible UI.
Let us know or post a screenshot if it seems like things are still broken after looking this over.
