How to edit pilot replacements (pool)?

I don't seem to find how I can edit number of pilots arriving to pool. I mean generic ones, not named pilots.

You might like to check out my evaluation in my mod( out in a day or so) . Players as J are finding Naval pilots as hens' teeth in late 42, so that feels about right. It would be amazing if there was CV trained as a separate pool that whats this game needs - its way too flexible as it currently stands.
