[WAD] Pole Positions - SDV can't reach beach

In the Pole Positions LIVE DLC, a key part of the US mission is to land a SEAL team from the SSN Dallas on a marked beach near a Russian Autonomous Transmission Station, the most convenient being on the W shore of Wrangel Island.
Having gotten the sub into position, I launched the SDV (SEAL Delivery Vehicle, Boats menu) carrying the SEALs, only to find that it could not reach the beach due to an intervening ice sheet. Apparently, only nuclear subs can enter ice-covered areas (other than by flying, of course). It was also impossible to land the SEALs on the ice by moving the SDV up to the edge of the sheet and hoping for some Lua trigger to take effect. Note that there are no Cargo rules in operation in this scenario.
Without being able to land the SEALs, the whole game mission becomes non-viable.
Log and Save files attached. Note that the Save file has had its type manually altered from .save to .zip, so it doesn't have to be extracted.
I was running Version 1.07.1567.06, which I take to be the latest publicly available one (when I check for updates, I'm told that I have the latest, anyway).
