Editor Locations Tab Question on a couple Fields

I have a basic question about a couple fields in the Editor on the Locations Tab. I am specifically asking about a couple fields just below the Name field. One is a Check Box field "ME" and the other is the field next to this one titled "Supply Cap" with an input field next to that. I would like to know what each means and what it refers to if anybody that knows this could please answer my simple question.
I love this game. It's so hard but so much fun. I have started modding a scenario just for me to play around with. I would appreciate it if anybody could help me understand these two fields.
