Leaders

Waiting for the game, but in the meantime had a question on how Leaders were handled!
Will it be similar to WITP-AE, where you have a limited number of PPs to spend, and replacing leaders costs PPs?
There are some instances where I would think that would be really expensive, if not prohibited. For example, Mario Roatta......he led the disastrous CTV effort at Guadalajara, and was sacked. I'm sure his ratings in-game stink, and the Nationalist Player would like him replaced, but the reality is that would've been very difficult before Roatta's failure. (In fact, impossible from the Spanish perspective, since it was Mussolini's decision).
Also, curious how factions leaders are handled.....some leaders, particularly on the Republican side, are going to be restricted to one faction...correct? Thinking the Catalan, Basque, CNT, POUM, and some other leaders (of course the POUM leaders probably are gone from the game after the May Days, thanks to the NKVD)
