Hire Mercenary card.

The Hire Mercenary card has too much PP for little gain vs a recruit military leader card. In order to make this card worth it, I suggest:
A) An independant/battlegroup unit with seasoned troops according to the mercenary abilities
B) A Mercenary leader with Mountianarian/desert/chemical/ranger special feats to imbed the OHQ they maintains.
C) An OHQ with unit cards equipped with a few seasoned/veterans troops each to facilitate training green troops into veterans and use in battle.
In order to balance hiring too many mercenaries, it will be a pick your mercenary leader with each making a pay bid and how long their contract will be. AS the mercenary gets more experience, they may request more money in future contracts.
